How can you have a table of contents without labels?
This does not really make sense.

Furthermore, the essay criteria do not seem to refer
to formatting specifics, such as the table of contents.
Is your teacher conflating "expected" with "required"?

You can however put anything you want in your table of 
contents using TeX commands:
