Can't help with the traceback, but on my home PC (Win XP) I was able to import the file into LyX 1.5.3 and then save it with no crashes and just a couple or so error messages. The 1.5.3 version is attached.

Is there a uwthesis class or style file (not included in your zip archive)? I ask because I diffed the 1.4.x and 1.5.x versions of the .lyx file, and other than a bunch of predictable changes, there were two instances where "\begin_layout Chair" morphed into "\begin_layout Standard". LyX griped about both, although it didn't gork over them. The layout file does not mention a "Chair" style. Don't know if that would cause lyx2lyx to throw a hissy fit.

BTW, the traceback seems to relate to the zlib library. Were you attempting to convert the file while it was in an archive? The last line of the error dump suggests not, but I wonder why then lyx2lyx was executing something gzip-related. FWIW, I unzipped the archive and loaded from the unzipped directory.
