What you want is to treat the Annex as a new part. A part can only be ended by the document or by the next part. I attached a LyX file as example.
When you don't like the word "part" in fornt of the annex heading, then you could change the annex back to a chapter. (Then don't take care of the outline within LyX, what counts is the output and there it is treaded as you want I guess.)
