Quick dirty trick:

After the last complete paragraph on that page, insert a vfill
and then your "footnote" text using the font size "smaller" (same size as actual footnotes). The vertical fill (vertical spacing of the
fill variety) will eat up any white space making sure the
text gets to the bottom of the page.

It is a quick trick only, as it won't work well if you ever
add stuff in front of it. But I guess you won't do that, if the
chapter in question is a copy of something already published?
