Hi rgheck,
The tex file came from the "export to latex (plain)" function when I was
editing a lyx file generated from IEEEtran template.
If I export tex file from a lyx file associated with "article", such a
problem won't happen.
Thank you for your help,
Best,
W.

Problem is fixed. It turns out that if I want to import a tex file
successfully, I have to add
\usepackage[latin9]{inputenc}.
Once I added it, everything is fine.
Does anyone know who is in charge of implement the export function for
IEEEtran? If by any ways we can add the above sentence into the output
tex file, similar problem can be avoided.
Where did this file come from? If from LyX itself, then we can do
something about this.
