Here again, export to LaTeX (or View>Source), and you'll be able to
see what LyX is doing. It may be that you've got the bibliography
inside some other environment.
Actually, I think the problem may be that you've put the bibliography
INSET inside a bibliography ENVIRONMENT. That's why you have the double
header: Publications, then References. The bibliography inset should
just go inside Standard.
