Yes, that is correct: LyX doesn't include converters (unless the
packager for your system happens to include them).
You can install a converter where you like. If the command is in the
system path and LyX knows about that converter, then Tools>Reconfigure
will cause it to show up. If not, then you can define the converter
yourself in Preferences. Regarding htmltolatex.jar itself, I'm not sure
where Java looks for jar files, or even if it will look at all. So you
might need to modify the converter to include path information.
