You have to download and compile the source. There are detailed instructions at http://texblog.net/latex-archive/linux/mpm-miktex-package-manager/ (very clear, and they worked for me on Ubuntu Hardy). Note that the MPM GUI has not yet been ported to Qt, although someone is working on it, so for now it's a command-line tool.
