Dear LyX users,

structuring my work, I want to introduce a second level of paragraph
separation:

normal paragraphs will be separated by indention of the first line as

normal paragraphs will be separated by indention of the first line as
here and there

But in case a new "block" starts without a sensible heading, I want to start
without indention but vertical space.
I know this can be done with visual markup
 Edit>Paragraph: unclick indent

but I would prefer semantic markup, preferabely a layout style for such a
paragraph.

Another idea would be a "Transition" style with KeepEmpty 1 that would
introduce the vertical space and suppress indention of the next paragraph.

Did anyone already invent such a thing or could give me a hint how to
implement a module (for 1.6.rc*) with such a style?

If you could post a LyX file doing this with visual markup, I'd have a better sense exactly what you want to do. For what it's worth, I think the transition idea might work best. Otherwise, you'll have oddities with the next paragraph.
