In my week-long search for a way to use LyX as a skeletal outliner, I finally realized that I could use suitably renumbered nested lists as a make-do solution. However, it would be infinitely more useful if the "ouline panel" could show the various items, as it does for sections and subsections.

I suppose there is no easy way to do this short of changing the code that drives the panel itself.

Right. It is easy to add list of insets but a bit more difficult for lists of layout (but not very difficult). But why don't you use sections instead? You could also also use notes.

Perhaps it could be a feature enhancement for future releases?

Yes, put it in bugzilla.
