If I got your problem, right click on a picture / table and you should be able to set the maximum length. It can be a % of the page or it can be expressed in cm or what you like. I don't remember if it's possible to set a maximum table lenght but at least you should be able to set the length of every cell so that the sum is 9cm. Did I misunderstand the problem?
