Yes, or overwrite it. You can do "kpsewhich csquotes.sty", and that will
tell you where it is.
By the way, it isn't usually this complicated. But biblatex is betaware,
and very much in flux, and of course LyX doesn't officially support it.
So you're living on the cutting edge.
