It seems you're installed texlive 2009 manually and still you have the old 
.deb 2007 packages. 

If the output in terminal of
$ tex -v
is the old tex-version, you must add the TeX Live binary directory (and 
man/info dirs if you want) to your PATH, adding the lines 

PATH=/usr/local/texlive/2009/bin/x86_64-linux:$PATH; export PATH 
  MANPATH=/usr/local/texlive/2009/texmf/doc/man:$MANPATH; export MANPATH 
  INFOPATH=/usr/local/texlive/2009/texmf/doc/info:$INFOPATH; export INFOPATH

in your ~/.bashrc (or ~/.profile) file,
*check your real PATH, perhaps it's ../bin/i386-linux for you*

Then retry the 'tex -v' command and it's being right to texlive-2009
reconfigure and restart LyX.

you can try to install the texlive 2009 .deb packages availables 
for Karmic/Ubuntu in PPA launchpad repositoires
