Hmm, and you are sure that you have only one LaTeX system installed?
Try a last time to uninstall LyX and MiKTeX _completely_. Then check the
registry that there is no leftover regarding MiKTeX and LyX.
Finally also check if there is no file named "latex.exe" on your PC.
Also assure that all paths in Windows environment variable PATH are valid.
Now reinstall LyX using the complete version of my alternative Windows
installer.
More than that I have on another windows XP PC (desktop) an old mikex
2.7 with Lyx 1.6 working perfectly well...
But miktex 2.7 is now not available.

But before using this, please test out what I wrote.
I'am going to test Texlive if it is possible.
This might fail because you have to set the path to the latex.exe and
other settings manually when using TeXLive. I therefore recommend MiKTeX.
