There was a bug in my previous installer versions that LyX's languages settings were overwritten when starting LyX. This is now fixed, but you now explicitly set the language one time: In the LyX menu Tools->Preferences->Language Settings set the user interface language to English and press Save. Then restart LyX and you should have a pure English LyX. If this doesn't work, please report back.
