Rotating the float changes it to a sidewaysfigure.  Apparently sidewaysfigure
floats always eat an entire page to themselves, so specifying "page of floats"
does not seem to work.

For me, leaving the float a figure float and rotating the image 90 degrees works
with pdflatex but not with latex.  By "works" I mean the page of floats
selection is honored (the figure shares a page with another figure float) and
the image (but not the caption) is rotated.  Rotated or not, though, the page of
floats does not go to the end of the document; it's the next page after the page
in which the figures appear (or, if the figures are defined on separate pages,
the next page after the page where the last of the figures is defined).  I hope
that makes sense.
