Layout files are just simple text files that have been saved with the .layout extensions. You then place this file in the "layouts" subdirectory of your LyX user directory.
(To see where your LyX user directory is located, simply click on Help > About, or if using Mac, Application Menu > About.) There are some good links from the LyX Wiki (which you reference), though I would also take a look at Steve Litt's guides to layouts. There's some very helpful advice there. About a year ago, I wrote a small series that looks at creating layouts and various ways of customizing LyX.
