In the dialogs for both vertical space widgets, select the "Protect" option.
But I bear no responsibility for what the References page looks like if it's

That's the ticket -- thanks, Paul.
I'll leave the behavior of the "references" section alone -- I think
it's better at the top of an otherwise empty page, but at the bottom of
one that has any text. In that case I was more concerned at the
unexpected behavior -- in the case of the Author's Note, I was concerned
that the behavior was both unexpected and unwanted.
