It doesn't. At least not for me. When I double-click the lyx.exe
in ./bin, it complains that it cannot find some msvcp100d.dll.
Probably you don't have MSVC Runtime installed.

Is there an installer other than this somewhere? It's an RC, I would
have guessed it would come with an official Windows version.
