In Document > Settings > Language select Portuguese (and any other
related settings) and hit 'save as doc defaults'. Otherwise, save the
document in a temp location and then move it (using appropriate
privileges) to the templates dir, and have it available from File >
New from template.

Babel should take care of that as soon as you set the doc language as
Portuguese, but I couldn't vouch for it. Regards
