I'm not positive I understand your problem, but the following may help:

1. Labels (for cross-referencing) usually go in the table caption, although this
is probably unrelated to your issue.

2. You can specify column widths by right-clicking a cell, choosing
"Settings...", entering a value in the column width box, and selecting units in
the drop-down list alongside it.

3. If a table is too wide (or long) and you want to scale it (rather than
setting a column width, which causes text to wrap), you can put the table inside
a scalebox or a resizebox.  In LyX 1.6.x and earlier, that requires inserting
raw LaTeX code (ERT) on either side of the table.  I suspect that is also true
in 2.0 but I'm not positive.
