Yes! Click Insert > Graphics (or what ever dialog you want opened).
Then look in the bottom of LyX, at the status bar. Here it will say, in this case, "dialog-show-new-inset graphics" Now, go to Shortcuts and add a new one with the above in the function field. And that's that! Kind regards, Rasmus
