Yes. That's intended.

One possible solution (in case you want to open some example regularly):
* Open the LyX.app package content in finder
* Go to Contents/Resources
* Drag the examples folder to the left side bar
Now it is available in LyX open file dialog in the side bar too.
(To automate this process the knowledge for doing so is missing.)
