Hi, Rich, I recently had to do this (in the 2.1.0 development version of LyX).
I inserted a table, and got the caption typed in. Then, near that caption box (and within the demarcations marking the table), I can right-click. At the bottom of the pop-up menu is a "More..." option, which brings up yet another pop-up menu, with "Settings...". Choosing that finally has the "Longtable" tab. Hope that helps!
