The problem in the footnotes is produced by defining flushleft paragraph that is assigned to the content of the footnote. You can see it making click on a footnote and with View > View Source.
If you put it like normal the problem disappears. You can control the format of the footnote with other commands that do not cause this problem. I use koma-script and I know nothing of memoir, so I can not say exactly how to do it Luck!
