If this problem cannot be solved in the near future, you may consider other places to host your files and post a link on the wiki, e.g. I use github: https://github.com/yihui/lyx/downloads In that way, you have more control over the files, instead of having to waiting for the web admin to inspect the problem, but of course, the external file host has to be reliable...
