It appears to be something relating to the document class. I don't have bio.cls, so I can't test it here. I switched your doc to article class (no other changes), and the PDF looked okay to me.
One possible culprit: the table is in a subsection* environment. Try changing that to standard. Another possible route, if that fails: put the table in a table float, go into the float settings, and select "rotate sideways". Paul
