Check if the tipa package is actually automatically loaded in the
preamble with nocompile.lyx. Maybe the macro definition does not load
it. As said, it does here (with LyX 2.0.5dev), but maybe this is a bug
meanwhile fixed (although I cannot remember such a fix).

BTW it seems not a good idea to name the macro \ipa, since tipa has an
environment called ipa, so you might face conflicts.
