I just tried to run the example and I see what you mean. There are  no sections 
in the ToC
 and yes, when I stick a graphic in the title the program returns all kinds of 
error messages .  Of course I don't know if it is because the class won't allow 
a graphic or my stolen cartoon is too big. 

Unfortunately mucking around with the tufte-book in Latex does not seem to even 
give me a ToC!  My simple-minded example works in LaTeX and when imported into 
LyX but without the ToC!
