Here is what I would try : create a file mydefault.ui

Format 1

Include "default.ui"

Menu "charstyles"
        CharStyles
        Separator
        Elements
End

Put the file in the ui/ subdirectory of your lyx user directory.

Then in Preferences dialog, User Interface pane, type "mydefault" as UI 
file name.

Note that I never tried this myself...
