Ah. There is nothing special about this package. Google "installing
non-repository LaTeX packages with TeX Live" or something like that.
You could try putting the downloaded files in "$(kpsewhich --var-value
TEXMFLOCAL)/tex/latex/" and running texhash and then in LyX tools >
reconfigure.
