I worked out what was wrong, that is, why MiKTeX was not installing the
packages I wanted. The problem was with my proxy settings within my
university. Not only do I have proxy settings for my internet connection,
you also need to have the same proxy settings within MiKTeX itself.

You find where to set the proxy, open the MiKTeX folder installed
automatically in your computer when LyX is installed, open the Maintenance
folder, click on the MiKTeX Package Manager, click on Repository, choose
Change package repository, and then Change connection settings accordingly.
Now it should update the packages on the fly.
