Well, we do have this wiki page:
http://wiki.lyx.org/Windows/Vietnamese . Since 1.6 we seem to support
Vietnamese: http://wiki.lyx.org/LyX/NewInLyX16#toc12 .

Maybe the user needs to install VnTeX on Linux (or whatever), but I
have no experience with this.
