It's here:
$HOME/Library/Application\ Support/LyX-2.0/layouts

The 2.0 is used for all 2.0.x LyX builds on Mac. Upcoming LyX 2.1 will use 
.../LyX-2.1/layouts.
Automatic copying of the contents of these folders is an unfinished goal.
