does this give me a different result than

cvs -Q diff -u -p > /tmp/hawkins-980929.patch

??

make that, it does seem to give a different result, touching even more 
unmodified files.  But is the makepatch version preferred?  It looks 
harder to edit the extraneous stuff out of it.
