can't configure .13 source

I'm probably missing something obvious, but I can't successfully 
configure version .13.  I get tons of messages such as,

sed: can't read ./Makefile.in: No such file or directory
creating lib/Makefile
sed: can't read ./lib/Makefile.in: No such file or directory
creating lib/reLyX/Makefile

and the Makefile in the source directory ends up empty.

I even started with a clean checkout from cvs.  I'm sure I'm missing 
somtheing, but i have no idea what it is
