Replying to my own post.
I went back into tex-strings.C and added, after the addition of courier,
utopia charter, and chancery. Magically, courier started working, and
the above test looks like it should look. This suggests that even though
the list of fonts is terminated by , ""), it is not treating the last
font properly.
But I really do not know what I am doing:)
