Dear Mr. President,


The late United States of America senator from New York, Daniel Patrick 
Moynihan wrote that "the central conservative truth is that it is culture, not 
politics, that determines the success of a society. The central liberal truth 
is that politics can change a culture and save it from itself." 
Mr. President,?I must?state that the geographic location of my native land, the 
Western African country of Mauritania, its climate and policy choices have been 
major factors in determining the fate of the Mauritanian people. The case of 
Mauritania cannot ne explained in a few words. It is complex, difficult to 
solve, and fraught with human danger. The older I become, the more I am 
convinced that, just as no human being can save another who is not willing to 
save himself,?no? country?can save another no matter how good and noble?its 
intentions are or how hard it tries.

Today, it is safe to say that Mauritania is worth saving. The military junta is 
no longer in power. There is a democratically elected government under the 
leadership of Mr. Sidi Mohamed Ould Cheikh Abdallahi. The new president of 
Mauritania has shown leadership, wisdom, and maturity in his handlings of 
national and international matters. He is a partner and a good friend of 
America. I want you to support him to develop stronger ties with America, that 
will benefit both the American and the Mauritanian people.
