I rebuilt two CCR-82's about three years ago.  The belts are available from
Studio Sound Electronics in Indiana.  Their web site still appears to be
active:

www.studiosoundelectronics.com

These are square belts instead of round, but they work fine.  You need to
order:

SBM5.3 Belt     $2.00
SBM8.0 Belt     $2.00

They charged me a dollar for shipping.

If the belts have turned to black goo it is very difficult to clean the
pulleys.  The manual has good instructions and an exploded view of the
chassis.

If your time is worth anything at all it's probably better to pick up an
electronic voice recorder on eBay :-)
