The Small-C that inspired my current little project can now be downloaded from http://www.sdc.org/~goosey/m100/smallc-nec8201.zip and also from my "Willard Goosey" personal library at Club100.
This is a far older compiler, running under MSDOS and targeting the Telemark assembler. This has apparently otherwise vanished from the Net, so I'm distributing it. Freeware/not mine/don't expect me to support it/I don't even have an NEC.
