The debian packages I needed on CHIP were:
mono-runtime
libmono-corlib2.0-cil
libmono-system2.0-cil

I don't remember exactly but that error message _does_ look familiar... 

Good luck! DLplus is sometimes a little touchy, but LaddieAlpha just
works!
