Yeah I had an "IT guy" in my neighborhood think this is a joke since rebooting wouldn't fix anything,
But from what I've read, the malware downloads part of itself from the internet after a reboot. But the trick here is that law enforcement has taken over the domain it reaches out to, so rebooting really would make an infected router more secure. Of course, after that you should download a patch for your router if available.
