Cleaning sometimes fixes issues if the flux is causing a mild short
(some flux is conductive). But, I agree, it's time to reflow those
joints (probably with more flux, ironically). Also continuity tests to
the bus would be a good idea.

Working from the clue that it's only the bottom half of the screen.
M508 (an HD61103 IC) controls the lower half of the screen, so that's
a good starting place. It should be connected to three of the segment
driver ICs (HD61100). The VRAM (M16) is probably fine since it's
shared. T33, VR2, R136 and R137 are all indicated in the service
manual as suspects.
