Since my acquisition included a modem cable I have been investigating the
modem's capabilities and the TERM program.  In the process I noticed that
commands are fairly rudimentary and inflexible; there is no Hayes command
set, for example.

I looked at the DocGarden documentation including the Covington ROM maps
(what a task!) and found reference to routines but not the actual routines
themselves.  But after looking at the data sheet for the MC14412 chip I
conclude that there isn't much "smarts" in the silicon.

However, I am famous for being wrong, so if anyone has knowledge on the
subject please advise.  In the meantime I will investigate communications
through the serial port, as I have external modems.  I'll need to find a
gender-changer somewhere, though.
