So what I think this says is * When you turn on the power switch (mem switch also on) the power supply tries to start * something triggers the PCS signal or the /RESET signal to clock M28 flip flop * the flip flop output at pin 13 turns on T28 , causing shut down. Power switch on, Memory power on: M28 voltage potential between pin 7 and pin 14 is 2.01 VDC. Potential between pin 13 and 7 is 0VDC. -CH-
