Did you try using the drive from the dvi in the dos machine?
Pain in the neck I know but it's a drive that you have in your
possession already, that you also know works in the dvi, including
reading disks made in some other drive.
That means if you can't clone a disk with that drive, it means either
teledisk isn't configured right, or the controller chip isn't old enough.
In fact, my own dvi is not even using the original drive that came in
it. So the "some other drive" is not even another identical drive to the
one in your dvi assuming your dvi is all original.
The original drive in my dvi didn't work so I found 2 matching (match
each other not the original) 360k drives to replace the original 180k
drive. I do have another dvi with a working original drive and have
confirmed that the disks are cross-compatible both ways between all 3
drives before giving anyone else a disk written in the new drives.
