We've encountered this problem occasionally - a number of jars "all of a sudden" missing in the WEB-INF/lib dir; clueless as to what causes it (seems to be a build error); happens at a server start even though the prior start worked. Nothing fixes it (e.g. clean build, restart server, restart Eclipse, Tomcat clean working dirs) except the clean & republish or delete and recreate the server.
If there is something to look at and report next time it happens, please let us know.
