Tomcat's "Serve modules without publishing" is currently not compatible
with war overlays.
Overlay contents are dynamically resolved (depending on inclusion/exclusion
patterns), so making Tomcat point at a static folder (via
extraResourcePaths) just won't work.
If your use case doesn't require that kind of dynamic nature, you can try
adding target\m2e-wtp\overlays\xxx\ as webResources in a maven-war-plugin
configuration used by m2e (via a profile)
