I also have seen this error some time ago and solved it by adding the 
Eclipse Orbit repo to the list of update sites:

https://downloads.eclipse.org/tools/orbit/downloads/

Latest release for 2019-06 is:

https://downloads.eclipse.org/tools/orbit/downloads/drops/R20190602212107/repository
