Typo.  You meant changequote.

But even given the typo, you do not have unterminated input.

By the way, the message you claim should print is definitely from GNU m4
vintage.  I did check that at least m4-1.4.4 states EOF in string, but not
exactly in that formatting, while m4-1.4.6 spells it out as "end of file
in string".  Also, as a note of portability, POSIX says changequote is
only portable for delimiters up to 5 bytes in length (and, for example,
Solaris m4 does not accept your example).
